Some states are changing the requirements necessary for older adults to renew their driver’s licenses in the United States. However, despite the rumors, there is currently no announcement from the Department of Motor Vehicles (DMV) indicating that a national common regulation is being developed. One of the states that has taken action is California, where drivers over 70 years old will have to undergo a vision test in order to renew their driver’s license in the U.S. Some states are even requesting a practical driving test in the most exceptional cases, as well as the submission of medical reports in case of having an illness that affects driving.

Changes in driving regulations

Throughout this year, 2025, the rumor has circulated, especially on social media, that the United States plans a federal driver’s license renewal process for older adults, common to all states. However, the truth is that, at least for now, the Department of Motor Vehicles (DMV) has not made any announcement regarding this. What has been observed is that several states, independently, have modified some of the requirements necessary to renew a driver’s license if you are over 70 years old.

Changes to renew your driver’s license if you are over 70

Each state has developed its own reform, although many are similar when it comes to imposing new requirements on drivers over 70. In the case of California, drivers not only have to appear in person, but they also have to pass a vision test. These new changes came into effect this October 2025, and aspects such as the following should be taken into account.

  • In-person renewals. Several jurisdictions now require drivers over 70 years old to renew their licenses in person, rather than online, which means they will have to go to the DMV office to complete the process.
  • Shorter licenses. Licenses for younger adults are valid for 5 to 8 years. However, some states may reduce this period to 2, 3, or 4 years, depending on each case, taking into account the age and condition of each driver.
  • Vision and health tests. From now on, drivers over 70 will need to submit medical reports if they have any condition that could affect their driving. Additionally, all drivers will be required to take a vision test.
  • Exceptional cases. In the event that vision tests and medical reports are not sufficient to ensure the driver’s ability, they may be subjected to driving tests or practical assessments before renewal.

Does the new regulation affect you?

If you have questions about this new regulation and you are in this group of drivers, it is recommended that you:

  • Consult your state’s DMV to learn about the specific regulations that directly affect you.
  • Schedule medical and vision exams in advance in case your state’s new regulation requires them.
  • Remember to renew your license before it expires to avoid any unwanted surprises.
  • It is a plus to have a good driving record, free of tickets or violations, as having them can complicate special renewals.

This type of regulation aims to preserve safety on the roads. It is important that all drivers on the roads pass a series of tests that demonstrate they are mentally fit, have the necessary reflexes, know traffic laws, and even handle more “basic” aspects: that they can hear and see well while driving.

Each person is different and does not require the same condition to drive in New York City as in a rural town. That is why it is important to personalize the renewal of a driver’s license for each driver, as we must not forget that it is a means of providing autonomy to older people, and losing it could greatly reduce their quality of life.
